Belichick Cedes Roster Control as UNC Hires Outside Firm to Find New GM
Sean Magee’s firm is leading the search for a general manager who will report to both the athletic director and the head coach.

Bill Belichick no longer holds sole authority over the North Carolina football roster. The Tar Heels have retained an outside consulting firm to identify a permanent general manager, a move that shifts day-to-day personnel decisions away from the head coach. This structural change follows the suspension and subsequent resignation of Michael Lombardi, Belichick’s initial hire for the role.
Sean Magee, the former Michigan general manager, is consulting with the program through his firm, TurnkeyZRG. Sources indicate that the new GM is not expected to be in place before the end of the regular season. Until then, Belichick has managed the roster, a responsibility he held after Lombardi was suspended on July 27 amid an HR investigation. Lombardi, who earned a base salary of $1.5 million, officially resigned in early September.
The search aims to establish a reporting structure where the general manager answers to both athletic director Steve Newmark and Belichick. This differs from Lombardi’s arrangement, where a copy of his employment letter showed he reported solely to the head coach. The shift aligns UNC with a growing trend in college football, where schools like Florida, Oklahoma, Stanford, and California employ empowered GMs to manage increasingly large financial commitments.
Belichick’s contract guarantees at least $20 million in annual roster spending. This figure places the program in the same tier as UNC men’s basketball, where new head coach Mike Malone also manages a roster costing approximately $20 million. While the NFL has moved away from the head coach serving as the primary football executive, college football lacks a strict salary cap. The highest-paid rosters in the sport reach $50 million, though revenue-sharing caps sit near $21 million.
The Tar Heels currently hold a 4-3 record with two close losses. The 2027 recruiting class includes 16 commitments, a standard number for this stage of the cycle. The incoming GM will oversee the transfer portal, which opens in January, and will work to retain the current roster. An industry source noted that Belichick may prefer a candidate with NFL experience, though no specific finalists have been named.
The selection of the new GM will serve as an indicator of the program’s future direction. Belichick’s contract is no longer guaranteed after the 2027 season. His son Brian remains on staff, while his son Steve resigned following the same investigation that affected Lombardi. UNC faces Miami on Saturday, a matchup that pits a middle-of-the-pack ACC team against one of the nation’s highest-powered opponents.
The fractured search for Belichick in 2024 saw trustees lobbying for his hiring while athletic administrators favored conventional candidates. That political history continues to shape the current process. The lack of a formal salary cap in college football means roster numbers vary widely across athletic departments, making the autonomy of a dedicated GM a central issue for the Tar Heels.
