New York City council members are advancing a bill that compels the Department of Sanitation to archive and publish all snow removal logs on the PlowNYC website. The legislation aims to provide residents with permanent access to historical data regarding when their blocks were last cleared. Currently, the platform displays recent activity but fails to retain a searchable record of past operations.

The proposal follows a difficult start to 2026, during which two major storms buried city streets and sidewalks. Persistent low temperatures kept piles of snow frozen for weeks, creating long-lasting barriers for pedestrians and vehicles. In response, the city sanitation committee scheduled a detailed review of winter storm preparations for Monday.

Council Member Ty Hankerson, the primary sponsor of the measure, argued that the new transparency tools would address long-standing complaints about uneven snow removal. Hankerson noted in a supporting memo that plowing practices often spark debate, with accusations that specific neighborhoods receive more attention than others. He stated that the city must tackle this issue with all relevant data made publicly available.

Federal meteorologists predict a milder winter for New York than usual, partly due to the El Niño phenomenon warming Pacific Ocean waters. However, experts caution that a heavy snowstorm remains possible despite the warmer forecast. Last winter was notably harsh, bringing extended cold spells and heavy snowfall to the region.

The council is set to hold an audience on the bill this week. The review will examine how the city is prepared for upcoming winter storms and snow removal efforts. The DSNY will present its current operational strategies to the legislators during the session.
