NAE Executive Guru Madhavan Defines AI as Invisible Civic Infrastructure
The Norman R. Augustine Senior Scholar argues that artificial intelligence functions as a critical layer of technical governance rather than a simple automation tool.

Guru Madhavan, a Stony Brook University alumnus from the class of 2002, recently joined a panel discussion at the university's AI Innovation Institute. Speaking as the Senior Director of Programs at the National Academy of Engineering, he offered a perspective on artificial intelligence that moves beyond current market hype.
Madhavan, who holds a PhD and serves as the Norman R. Augustine Senior Scholar, views AI through the lens of a systems scholar. He describes the technology not as a mere answer generator but as a new form of civic infrastructure. This layer operates invisibly, much like the standards and maintenance regimes that support traditional engineering systems.
The NAE executive leads a multi-stakeholder initiative focused on complex technical and social systems. His work aims to identify unifiable approaches for managing these networks. He specifically targets large engineering systems that carry significant weight in public life.
Madhavan cites aviation, power grids, health infrastructure, and digital commerce as prime examples of these critical networks. He notes that these sectors rely on extensive, often unseen coordination among diverse groups of people. His quote in the interview captures this focus: "I’m interested in large engineering systems with large consequences, even small engineering systems with extra-large consequences."
The interview was conducted by Ankita Nagpal for the AI Innovation Institute. Madhavan's background includes foundational texts such as Applied Minds and Wicked Problems, alongside decades of experience in engineering design and public health. His current role at the National Academy of Engineering places him at the center of discussions on how to better manage the societal shift toward AI.
